the man that shot me, major hassan will be the man cross examining me. that's a huge challenge. >> reporter: hassan, who was also shot, is in a wheelchair and now wears a beard citing his muslim believes. he has not denied being the gunman and asked to plead guilty, but that was prohibited under military law because prosecutors are seeking the death penalty. he will be allowed to testify on his own behalf, but the judge denied his request to argue that he shot at u.s. soldiers to prevent taliban fighters from being killed in afghanistan. >> i believe that the judge made it quite clear that if he starts to grand stand in any way and steps away from the rules of court, his ability to represent himself will be revoked, and his defense counsel will step in and represent him. >> reporter: many of the shooting survivors are expected to testify and are petitioning the u.s. government to classify the incident as an act of terror so they can get combat-related benefits. many are angry that hassan is still being paid his military salary, totaling about $300,000 since his arrest. the judg

-on-soldier attack in u.s. history and he could face the death penalty if convicted. hassan has chosen to represent himself. cnn pentagon correspondent chris lawrence joining me now. chris, this is -- i mean, this is almost unbelievable, shocking some people would say. and you can just imagine sort of being in the shoes of these victims and being questioned by the person that you were shot by or allegedly shot by. >> that's right, brianna. they believe this is the man who tried to kill them and yet they are going to be subjected to his questions if he, indeed, tries to cross-examine them. because of that, no one really knows what to expect when this hearing gets started in less than an hour, but just because you have the right to defend yourself, it doesn't give you free reign in the court to do whatever you want. there's going to be a lot of pressure on this military judge to make sure that hasan does not go so far as to harass some of these witnesses. when this army major goes on trial today for allegedly murdering 13 fellow soldiers and civilians, he may not put on much of a defense. major nidal

, wounded 30 more in a massacre four years ago at ft. hood in texas. now there are concerns nidal s hassan wants to die. he's acting as his own attorney but he's is surrounded by a team of lawyers. they're giving him legal counsel throughout the trial. today they filed a motion with the judge saying they want no part in helping him achieve what they believe is his goal here. to die. why? that goal according to his lawyers is the death penalty. hasan has denied it standing up in this courtroom today, calling it, quote a twist of the facts. the jury was not present during that exchange. but in the end, the judge calmed a recess until tomorrow while she considers the lawyers' request to reduce their role in this case. >>> russia, now. russia officially snubbed president obama, canceling plans to meet with president putin for a summit in moscow next month. quote, we have informed the russian government that it would be more constructive to postpone the summit until we have more results from our shared agenda. it goes on, the rare diplomatic cold shoulder here seen as retribution. the two count

been the hassan case, the marathon bombing in boston. these were domestic individuals that were in contact with people overseas, and we did not catch those. how did those slip through the cracks? how do we connect those dots? how could we have done that better? and is the fbi really capable of doing domestic intelligence? >> i think one of the things that has happened over time, the last decade or two, is that the definition of the national security community has really broadened. during the cold war, it was state, defense, cia. if you had that group of agencies together, you pretty much had the situation covered. now, you have dhs. one of the major features of intelligence reform, in the commission report by silberman and robb, was to try to rope the fbi more into this process, because they had a habit of delegating investigations to the field. everybody was doing their stuff on a yellow legal pad and never sharing it with anybody lse. i think there is more after this decade that has passed -- more of a culture of intelligence in the fbi. i think that has been one of the accomp
